I am using a windows pc more specifically my laptop. But would like to know if there are any good external capture cards. I am wanting to stream a little from my playstation and have learned my laptop does not have a built card.

The honest answer is, there isn't. USB capture cards have latency issues that do not make for good streaming devices. If you're simply capturing video to edit later, that's what they're intended for. When you use a USB capture device, the compression is often done in the USB device itself, which means that the laptop needs to expense a decoder to use it.
If you have a good enough laptop (eg RTX 3060, 4060, or something) then the video decoder expense might be a non-issue.
