Live 2D Model Lagging/Getting stuck (Ryzen 9 AMD RX 6800 16GB RAM)

I downloaded a free 2D Model from booth (https://booth.pm/en/items/4856843)
I'm trying to stream on OBS with spout plugin but my model gets stuck and lags like crazy

I have been looking around and usually its a hardware issue, is my hardware not strong enough to stream my vtuber and game?

Thinsg I've done to troubleshoot
-vsync is off in amd software
-prioritize gpu is on in vtube studio
-closed unnecessary programs
-the usual troubleshooting for lag
-updated drivers and all that

any help is appreciated i'm so lost and its kinda stressful

Btw I can send logs I just don't want to post them publicly
