There are areas around the base and other areas like hills and mountains where you can't place the large antenna. You have to keep searching until you find a spot that allows you to place the large antenna. There are only a few areas where you can place the large antenna, and the same often happens with the large solar panel.
If I have also used the up and down arrow keys, but nothing, it doesn't let me place some areas of the map on Mars and around the base. If it's an area you're interested in, sometimes it won't let you, and you have to find a way to find a good spot to put it. At least you can still play, and there are some areas that it does allow.
