In well first tech upgrade costs 100 materials. cost lights as green even when I have only 42 materials, it should be red and dont let me to upgrade.
Edit: when I bought that tech, i received 100 materials instead of losing it 🥳

like I said there are a lot of bugs with upgrading .. all resources are added only thing it really count (but not always) is Materials..
