- Typically, you'd add it to your build tool configuration and then you can use it like any other Java types. Some frameworks also have quickstart sites like https://start.spring.io/ or https://code.quarkus.io/
- you should understand build tools, how to use them etc
depending on the framework, you probably want some other things as well
For example with many things, you probably need to know databases
- Both an IDE (Eclipse or IntelliJ) and a build tool (Maven or Gradle)
you probably also want to know unit testing as well for example
so first i should work on testing units then to frameworks so should i do sql later

Depending on what you mean with frameworks
If you are talking about frameworks like Spring, Quarkus, Jakarta EE, JPA, etc, you should probably understand SQL and JDBC first
