How to build a program based off of JavaDocs

I am generally new to programming and I am having trouble finding where to even begin with this assignment, if someone could point me in the right direction I would greatly appreciate it. I have linked the appropriate javadocs and here is the general assignment directions:

Implement the Course Planning System according to the specifications provided by the Java
documentation. The classes, methods, and variables must match the Java documentation exactly
or the tests will fail.
