you are rolling two dice and each time after you roll, you store the sum of the values on the two dice in an array. The size of the array is 10, meaning t you can only roll a maximum of 10 times. If at any point the sum of the values on the two dice becomes 7, you stop rolling and print out the text after the while loop.
