#I can't download any mods because my java won't work correctly

I was trying to download some mods for Minecraft and so I downloaded java. It said it was installed but no desktop shortcut was made when I asked it to make one. I then went to download Forge and when I tried to open what I had downloaded it wouldn't let me open it with java. I then restarted my computer think that the install hadn't completely finished. I tried opening the forge download with Java again and it let me choose Java SE Binary. So I clicked that and it made me install Java again and again and again. I looked it up and nothing I have looked up has helped me. I don't know what to do.
