what specifically are you looking for?
Depending on what you are creating your plugin for(bukkit, spigot, ect) you can take a look at their documentation which will help guide you
I could not recommend Kody Simpson's youtube series more, he's got almost 100 episodes covering basically anything you need related to making plugins.

for that I'd just watch any of The Breakdown's videos (https://www.youtube.com/@TheBreakdownXYZ)
my guess is that Kody Simpson's video is outdated
The Breakdown are great at explaining things and they make new videos for every minecraft version
for 1.19.3 they only have a tutorial for paper though (a fork of spigot) (https://www.youtube.com/watch?v=vcCeM2CgKHc&list=PL5W51Txv6Q_wAloTcgxLasC_NaMlx_LFd&index=22)
but plugins made for spigot should work perfectly fine on there so it shouldn't matter, if you for some reason need it to be pure spigot though just try to find one of their older videos for minecraft 1.18 or 1.17 and it shouldn't be outdated to the point that it doesn't work
