Hi, you need 3 lvl 1 decorations for one lvl 2 decoration (it's always x3 of previous level to get higher level).

Below it clearly states that you will get 4 march size (two more).

We can argue about this, but this is actually correct math, it's more of a question how you interpret what numbers mean, and this is not a bug, but your wrong interpretion:
