You don't understand

Arsenal has 5 slots right.pvp comps are armor,weapon high rate of fire,DMG increase and decrease.this 5 components slot are unlocked at level 45.and you can fix them all in your arsenal the same time but you can't anymore starting yesterday.if you put armor hp it doesn't allow you to put high rate of fire on the next slot.if you put hrf then you can't put armor hp.
