Shinji-Has 20% Strike which is damage increase of the heros active skill
Shinji Strike is active for ONLY 2 rounds
Duke Debilitation is available any round
They look to be very equal, Duke just targes back row and instead of Strike he has Debilitation while Shinji can target any unit and instead of Debilitation he has Strike
Exclusive 3- +30% attack in the march
Exclusive 5- Gains 1 round of indestructible
Shinji- Strike is extended by 1 round
Duke- gives Vitality (Vitality Tw definition:The Damage Increase attribute is Increased when your units perform regular attacks)
Exclusive 7-
Shinji- Increase number of attacks he does (3 to 4) and damage of the skill is Increase by 70%
Duke- Indestructible is extended by 10% and damage of the active skill is Increased by 80%

Answer: Duke is weakest in Army so Shinji would be Army

Answer: Use Striker instead than

Answer: Duke works best (my opinion) in Navy so I would use Duke and not Shinji

Answer if you do not have Striker than use Shinji, or Duke
But with Duke you would use: Duke, Cranston and Barbie
Question: If slot 7, 8, and 9 are gone will Duke stop Trigger?
Answer: No, Duke will still continue to Trigger as Slot 4, 5 and 6 will be current back row
