Used the settings it tells you to use, 32 render and simulation distance and all the others, have restarted computer and still cant see regular blocks.

are you using any other mods? The First City + its dependencies should be the only mods installed when using it

If you post your latest.log I can take a look and see if there are any errors. Also are you on Windows or Mac?
