One language I was really surprised it was easy to catch on to just from visiting a country is German. They really like jamming words together to make longer ones so if you know part of the word you can just use your intuition to get the gist of what it means.

Other WindowsCE games run fine, I think the real issue with SR 2 was that it was a huge rush job.

but yeah, it seems like adding a an abstraction layer would add a performance cost, not saying it was wrong to choose it, definitely made sense for a lot of the games on that list that are either non-perforrmance sensitive, or ports

It made perfect sense at the time because the game was intended as a launch title and at that stage they planned to use CE for eveything. I don’t see how it is any more of an abstaction layer than any other OS that the games had to use.

it would not have been as heavy an abstraction as MS trying to shoehorn in embedded windows and direct X, it would have just been some libraries and helpers for graphics, audio and networking

iirc the dreamcast had a mode to aid in model 3 ports.
where it could just use 2 polys to make a quad which was how the sega arcade models worked

The extra areas are mixed bag, aesthetically a bit weird compared to the originals and dont match well. Maria though, is the best thing about it. She plays uniquely in this version, different than the later PSP and PS4 ports

the saturn version is faithful to the arcade so in that respect it is the better one, but the graphics on the psx may appeal, it makes it seem more polished
