Sigillum Dei's return ability specifies affecting only cards that have not been played yet, however the card, as shown in the attached, does -18 until played to all cards in the opponent's hand...? Not too sure, but either deck or hand due to lack of ability line connecting Sigillum to the opponent's deck icon.
