Can't purchase anything for irl money

I tried spending money several times, even back when the cabbage dog was out (I sadly couldn't get it before it left the shop) and nothing seems to work at all, it just infin loads and then does nothing, doesn't take my anywhere or let me buy any, is this an account issue? or a game issue?

I tried different regions, different methods of spending (such as adding to my account wallet), resetting the game, re-downloading, verifying account.

(the picture is showing the wheel which spins for a couple mins and then just vanishes but doesn't actually do anything)
