I am not 100% sure but I believe you need game pass ultimate. I'd wait for the developers but it has been said before. Might be because of that but I'm on PC so this is a guess

But once again if it worked on your alt you probably have the same tier there so I wouldn't see an issue

I would add it and test it out. It's probably some anti-alt account measure as most people have profile pictures unless some super specific circumstances like in your case
