#Olympia's Dspecial cancel IASA does not retain momentum properly

In ROA2, Olympia comes to a full stop 17 frames after Dspecial cancel as opposed to ROA1's 27 frames. However, should the IASA frames be acted upon (For instance, I canceled into crouching) she decelerates at the old rate, stopping at frame 27.

This bug is most likely due to a missing flag that would ordinarily tell her to return to her standard momentum/deceleration values upon the step-dash's first IASA frame. This issue may affect multiple characters, but is most notable for Olympia as her kit is intent on making use of this momentum.

This bug is most notable when using this move in the air, as this move's behavior now differs heavily from other actionable air states. Dspecial decelerates by 2 points a frame unless drifting, and even then Olympia will only drift in addition to this deceleration value. This does not line up with jumping or falling from platforms.

This bug also prevents Olympia from retaining full horizontal velocity as in ROA1. Upon exiting down special her speed is 12.002--two points short of her drift threshold, which is approximately 14. This is due to the fact she receives the previous deceleration of 2 on this frame.

Suggested fix: Apply standard momentum values upon Dspecial cancel's IASA frames (or remove the IASA frames altogether so she recovers accordingly). Ensure the deceleration of 2 is not applied on the first actionable frame so she retains full momentum.
