You're asking for too much flow out of a standard hotend

#

10 is probably about the max you should expect

#

also having your speeds all over the place like you do (probably from minimum layer time settings) can lead to inconsistencies layer to layer

#

reduce the speed, layer height or line width

#

and look at the gcode preview in your slicer before printing to make sure things make sense
