I am not from the USA
but if i was my budget would be around 1000
(Little bit less)
then where are you from? trying to gauge regional pricing can be difficult

Brand does matter with power supplies, they aren't created equally at all and ones with short warranties should probably be avoided.
And there is quite a big difference between B660/760 and H610 motherboards. H610 limits the amount of PCIe lanes available and doesnt support memory overclocking / enabling XMP profiles at all.
H610 should really only be considered if you're making some sort of home or office pc with very low power consumption, it's not very suitable for a workstation or gaming computer
B660 or B760 are what you should be looking at if you're on a budget yes
And what some power supply companys that are decent
phanteks, seasonic, corsair & be quiet! are some brands i'd recommend for power supplies
And can you give me an advice how to get the best price vs value pc
Because if i want to build the parts my own
It costs so much more than
A pre built
typically BYO will be cheaper over a prebuilt. however you should look around reputable online stores for your region for the best prices on the components you need. typically i'd say do this with pcpartpicker, but it doesnt appear to support your region.
so have a look around on stores that you trust or have good reviews from other (real) buyers to find the best deals you can on parts
when it comes to motherboards specifically its very easy to overspend, so its a good idea to compare some that you like and which one offers the best value. this can include how many m.2 slots it has, what the rear I/O offers in terms of connectivity, and how well the VRM performs
And should i buy now or save my money for a month or two
Because i saw so many posts
Saying the ram prices will go even lower
the memory market is extremely volatile right now and i dont want to say you should panic buy anything, it could get cheaper or even more expensive at any moment. things appear to have plateaued a little bit for now, but this could change drastically in the next few days
so buying memory is up to you
it might be a good idea to buy your memory FIRST if youre worried about pricing rising further, but thats my opinion

on the surface, its fine. but it says nothing about the speed of the memory, what TYPE of ssd it uses and what "air cooler" it uses

memory speed is decent, and the SSD being from samsung is also decent too.
I'd say its a reasonable price
H610 will limit connectivity and definitely could throttle the CPU if the VRM is pretty of bad quality (which i imagine it is), so if you were to ever upgrade your CPU, a motherboard swap is going to be something you need to do as well.

But with the b760 i need to wait a month more to get the money

I'd say so yes, and it should last much longer than H610 in terms of upgrade path

The 5060 has better performance, so i'd say to just stick with that
the extra frame buffer/vram the 3060 has is nice, but at your current pcs spec, its not going to really be worth it

And the most reasonable price for a pc with solid parts is rtx 3050 and i think it is a bad gpu
