#Thermal throttling HTC and EXT despite low temps

Summary: My desktop PC has consistently under-performed, but I've been putting up with it. I've now decided to look into it. HWiNFO suggests that Thermal Throttling HTC and PROCHOT EXT are activated. Thermal throttling is not active on CPU. All CPU, GPU and MBoard temps are around 40c.

Tech specs:
CPU: Ryzen 5 7600 3.8 GHz 6-Core
Motherboard: MSI B650 GAMING PLUS WIFI ATX AM5
RAM: 32GB CORSAIR VENGEANCE Corsair Vengeance (2 x 16 GB) DDR5-5600 CL36
GPU: Radeon RX 7800 XT 16 GB (the performance problem also existed on a previous GPU)
PSU: Corsair HX750 Platinum 750 W 80+ Platinum
Operating System & Version: WINDOWS 11 Home

The CPU maxes out at 2.4 GHz when it should be 3.8GHz. Paying attention to the data shown in HWiNFO, it appears that the voltage and wattage is persistently low around 30W, while the Ryzen should apparently draw 60W+
Thermal throttling HTC and PROCHOT EXT are active. PROCHOT CPU is not active.
I'll attach screenshots of HWiNFO. Note all temps are 30c - 40c. Mboard +12v is 12.05v.

Troubleshooting:
Tried motherboard on the out-of-the-box BIOS. Kept it updated. Flashed BIOS today to the latest release.
Reseated the CPU, heat sink and fan, and the memory.
Reset the 24 pin connector in both motherboard and processer.
Reinstalled Windows 11 from an older SSD to a new SSD in the PCIe slot
Changed from an old GPU to the new Radeon 7800
Ran Crystal Disk Info: None of the disks have notable errors.
Ran OCCT tool and no CPU or Memory errors detected.
Memtest86 shows no errors, nor does the BIO memory test. I have tried re-seating the memory.
Checked the machine while running and confirmed that fans are running. Sticking my hand in, no units seem to be giving off extreme heat.
Disabled PROCHOT VRM throttling in BIOS (for testing purposes)
In Windows power management, set max processor to 100%.
