Hi I just got my msi gaming laptop 3 months back and for some reason my memory usage on task manager is always 70% and above even with just discord on Is this supposed to be normal?

Seems normal. I would not worry too much about percent usage.
Windows memory management should balance memory usage as needed.

You could upgrade to 16GB for better system performance if you think it's needed
If you're still concerned about memory usage, then try disabling unnecessary startup programs.
Uninstall unused or minimally used progrrams
Check your settings for Windows visual effects under System properties, Advanced tab, Peformance.
Adjust visual effects for best performance, or best appearance, or Let Windows choose what's best for your computer, or customize for your needs.
