Have you checked you rmotherboard's QVL-RAM?
Did you have memory in the board before?

Yes but only in 1 and 2
Reset the cmos. And start with memory in slots 2 and 4
I tried with 2 and 4 and it doesn't start but lemme reset the CMOS
Have you tried to reseat the CPU/check for bent pins?
I have not but my cpu works fine when only DIMM 1 and 2 have ram. I've just played CP 2077
And I've checked my cpu works good
I ask because part of the CPU is it's memory controller. If CPU is not seated properly, then it is possible that the PINs responsible for that task are not making proper contact.

I just replaced the thermal paste
Would I have to replace it again?
How recently did you replace the thermal paste?
To be on the safe side, clean and reapply with new thermal paste.

if you have a lot of thermal paste, then just clean and reapply
Also, use rubbing alcohol/isopropyl alcohol to clean RAM contacts
use compressed air to blowout DIMM slots... worth a try.

Did you buy 4 individual sticks of the same RAM, 4 individual sticks of different RAM, or a single kit that already had all 4 sticks in it?
A QVL, or Qualified Vendor List, is provided by motherboard manufacturers and lists memory kits that have been tested to work with a specific motherboard model.
QVL - a list(s) that shows components that have been tested and verified to be compatible with a particular motherboard.

Alright, next would be what Omega suggested and checking to see if that kit is compatible with that MB.
What is the model of the MB and the model of the RAM?
The amount of ram is compatible but idk ab the models
