you should try updating drivers first
if that does fix it your gpu does support changing fans curves

According to MSI Afterburner (in the pic), you are running the NVIDIA Geforce GT 710 GPU, which may or may not have fans depending on its vendor.
That GPU was released in the middle of 2014, and based on Googled images, some versions of the GPU came without any fans.
So, if your GPU has no fans then that would explain why the Fan section of MSI Afterburner is grayed out.
However, if your GPU has a fan, then it might mean that fan isn't controllable via MSI Afterburner, hence the grayed out Fan Section.
Also, if you're overclocking the GT 710 just for fun be careful 🙂

Getting the cheapest GPU you can get, whether or not it has fans, might just turn out to be e-waste. Maybe if you create a different thread asking for a recommendation for a GPU after explaining what you want to use it for, then people can give you their recommendations.
I would include things like:
-What you plan to use it for.
-How much you can afford.
-Where are you located to give an idea of availability in your region.
-The kind of case you are using to help people know if it would fit.
-The power supply wattage you are using so people can tell if it can be powered.
