where do you check?
Advanced display in windows settings?
is your screen connected to the discrete gpu or integrated gpu
try open nvidia control panel or msi center and set your preferred graphics processor to the dgpu
Try checking for the latest updates on support page of your MSI laptop
Go to official MSI websites
Try this Start > Settings > System > Display > Advanced Display > Choose a refresh rate
Also try Start > Settings > System > Display > Advanced Display Settings > Display adaptor properties for Display 1 >
.. click List All Modes and see if you can find one suitable for what you want

msi gf63 thin 11sc i clicked the dropdown and this is it
the nvidia control panel doesnt show anything rekated to refresh rate

shows that your monitor display is connected to the igpu and Intel igpu supports up to 60hz only I believe

your laptop might not have the mux switch which allows you to manually switch the gpu mode
so i cant get 144hz?
but it's not like you never run your screen in 144hz
You might have a 60 HZ version though, install HWInfo
you're just left with microsoft hybrid graphics/nvidia optimus to decide when to switch to your discrete gpu that output higher hz

Little details like the seller selling you a 60HZ variant instead of 144HZ is pretty common
They both come in 60HZ and 144
when you're just doing nothing or browsing around, your display is connected to igpu at 60hz, when you open game or something intensive, the system switches you over to discrete gpu at higher hz
