Are you sure? I’m pretty sure it leads you to the cheapest.

Also I don’t like the idea of teleportation to shops, people travelling around spawn is good for community.

Yes it sends to the cheapest
Ultimately things like this would in my opinion defeat the purpose of a larger shopping district, as lots of players would never even see some of the fantastic shop builds
