People constantly walking in the same direction and getting stuck

Not sure how I caused this but I realised there wasn't a lot of people roaming the streets and I found a few walking in place and when I tripped them they would just walk in the same direction they were facing before. When I reload pervious save it fixes the issue

Woah thats a really strange bug that i've not seen before, do you have any idea what you did right before it started to happen?
