I have both the equipment and skill slot for reload active; I should have 20% enabled plus the additional 10% from the rations.
My reload states 16.35 seconds in the garage but when I get into the game; it shows in excess of 19 seconds. This is the reload without skills, rations and equipment.
Has my loadout bugged?

Does the premium offer a different reload?
It doesn’t state this in the “detailed statistics”?
Premium round does differ from the standard rounds.

It has various reload times as its an energy weapon, the damage you do increases with a charged shot as its takes longer to charge.
