When are normal war chests supposed to come back?

Yes, I mean those that gave you 100% of the gold value for each duplicate tank (when the planets aligned and that happened). I'm sick of doing missions to be able to win a measly chest and in case of winning a tank now they only give me 50% if I already have it.

Max confirmed they are not comming back. Game only wants you to spend money or time. It gets worse every year too.
