Hello, you'll need to file the request under the correct ticket type. Looks like you are filing an account ticket which is handled by MS and why you are getting the response you are getting.
You'll want to select Payment as your ticket type for what you are looking to do.
OK not sure what i raised under but i see this now.
Have no idea when i bought and how much, can i just pick any date?
