Did it get changed from +/-25% on damage and pen?

Yes a few years back but im not sure before or after 6.0

Least can be lower due to skill and equipment.

Also, that is strictly WW2 as WG states they have not released CW. Also pen is apparently different in CW depending on shell and armor.
