Any reason why clutch braking does not work like all other tanks?

I know tds never used to have clutch braking but correct me if I’m wrong that got changed a while back🤷🏼‍♂️

Err… TDs use to have clutch braking and then they took it away. Only one I know that came back was the weasel.
