Assigning commander is messed up

On xbox. Select tank, press X, commander tab, assign commander, select commander (usually transfer cost appears and done at this point) BUT now have to assign, end up at commander, click on commander, FINALLY transfer cost appears then have to press B to get to tank

It took me 2 tries to put a commander in the new season pass tank. Thought I'd derped it up but obviously not.
