I am using a monitor with a native res of 1280x1024@75hz, but the only available resolution in display settings is 1024x768@60hz. This is a vga monitor connected to a gtx 1070 with anm hdmi to vga adaptor, and I am on the latest version of linux mint cinnamon, on a fresh install, latest proprietary nvidia drivers.

What does

inxi -SGxxx ; mokutil --sb-state

say in the terminal?

Disable secure boot in the bios and try the command again

okay I will, but curious why secure boot matters in this case

Secure boot is made with windows in mind, and often prevents proper driver loading in other OSes
