I dont think its any of my USB devices because i have used all the same USB stuff on another install and did not have this problem. I am an idiot but i think this is because of an old BIOS?

Well, it might actually be that
Perhaps some device is sending a wakeup event immediately
Unplug everything (unmount any drives before unplugging them) and try again
it might be the drive, but said second install is on that drive. Hmm.
Would it be okay to just boot into a windows install, install the BIOS utility, and do it from there?

would also check first that 'wake on LAN' is disabled in BIOS
and if that doesn't fix it, turn TPM off in your UEFI Security settings
I'm not sure if I can do this one because I think some windows games require it on my other drive
But I will look at that in a bit and go ahead and update my bios this weekend
there might be a usb slot that's causing it. my wifi adaptor used to cause it, maybe try looking into that.
The only problem is I've used all of these USB devices on a separate install and I did not have this problem.
