Mint is consistently having lag spikes for me, what can I do to diagnose the issue?

I think it's a ram issue? Sometimes it is I check the system monitor and ram is full but sometimes it just isn't, it sometimes happen when opening new browser tabs and oh well I use a lot of browser tabs but still, I don't have a lot of other stuff open, mostly just two consoles one with neovim, what can I do to know whats up? This has been an issue for some time

drop vm.swappiness=20 at /etc/sysctl.d/99-swappiness.conf as root, then reboot and ensure that cat /proc/sys/vm/swappiness returns 20
