Poor performance when cpu is under high usage

so in larger beamNG server it uses more of the cpu but it lowers the speed without thermal throttle?

but in a smaller server usage holding at 30-40% it peaked while taking a screenshot it boosts higher and its fine with holding high temp?

why does it do this on desktop?

its not uneven cpu usage being a problem

under tiny loads it holds 5.2ghz but on windows it does not slow down untill it thermal throttles

i am gonna try some steps i found to disable throttling
