So I recently was playing a game through steam and used the -dx12 -d3d12 it complained about not supported so i tried vulkan-proton it worked which is great.

I went to check system information after quiting game and rebooting computer thinking it would reset itself possibly

It shows Vulkan Disabled (Software Rendering)

I am not using mesa ppa in software sources so it should be HWE
Im using which is why it shows as that correct?

also test with the vulkancube (now you've installed vulkan tools)
