Mint is designed to use kernels from the repos, not ones from kernel.org. If you want them there is a program called mainline on github

2nd there isn't really a advantage to a new kernel unless you have brand new hardware

I'm not quite sure if you get how Mint and Ubuntu based distros work.

They follow the LTS model, which freezes packages at specific, tested versions so you can have a stable system and only core packages like kernels and mesa are updated in a 6 month cycle.
