In Linux Mint, the Network connection reads that its speed is running pretty well, yet I still get video hang-buffering for 3+ minutes and even the thumbnails of games on Steam's Store Page lists won't completely upload. What can I check to help improve upload time?

Check the network manager - try disabling ipv6 and untick metered network if it's on, try different DNS like cloudflare and see if all drivers are installed plus do the updates. There's also an option to disable power saving for the network adapters - something like iwconfig (insert adapter name here) power off.
