This is not a fresh install. No dualbooot either

boot the Mint live usb up and use the disks app to filesystem repair the linux partition and efi partition
Wait how would I know about power failure
then run boot repair tool.

power on, and press F11 soon
for MSI, that's the quick boot menu
choose uefi usb device
Disks
pick each of the two partitions i said before
and the gear icon, 'check filesystem'
Ext4 yes
then check the efi one

ok. after repairing the one that needed it, just try booting
and if still doesnt work, boot live again, and then use the boot repair application.
