No you don't, or at least that's not how it's supposed to go.
Reconfiguring is easier and cleaner
There's Clonezilla, but I cant personally really vouch for that.
Plus, the timeshift backup is supposed to work with one install, not an entirely new one.

well, so do i just reinstall the programs and move my files?
I say that's the sane and safe way to do it
currently making bootable usb
you can do it via clonezilla-live. Image your existing setup into an image file. save that image file onto a large exterrnal drive
then boot clonezilla live (usb stick) on the new machine. plug in also the huge external drive that has the cloned image file.
use clonezilla-live option menu to restore from image onto new internal drive.
