#Mint has been laggy for a while

Looks like this is a common issue here. I've looked at similar posts, but my swap is fine and im certain my graphics drivers are configured correctly, as I took care to do so when I first installed. That being said, this is my first time using Linux these past few months. I would love to learn how to fix this issue.

To describe further:
Typing, moving windows, videos, games, opening and closing windows/applications, downloading/uploading are all very slow. Moving the mouse cursor, however, is fine. I did notice my CPU are all running high, but that seems to only be the case when I look at them in Resources tab, they're always spiking up from low, and go back down to low when i tab away.

Any guiding hands?

Did it work correctly before, or was it slow from install?
Have you tried disabling desktop effects?
Do you work with multiple monitors with variable refresh rates? (if so, please give output of "xrandr")

Did you install any custom applets/extensions? If so, remove 1 by 1 and see if things go better.
My install is 3 months old now and have not seen this issue.
