rfkill is turning off your bluetooth, but as far as wifi goes, it is not detected at all
type rfkill toggle bluetooth
this should turn on your bluetooth
I do not know if rfkill toggle bluetooth can be put in a bashrc, but I would recomend having a systemd script do that every boot

You do have a great tool to help you get back into mint being the live ISO, but I do not know if mint has arch-chroot

ah, then if this is a new install of mint, did you put the mint installer in ventoy, or did you correctly burn mint to it's own USB?
not all USB can use ventoy, so it is often best to not use it
I found that my spare computer only accepts gentoo's iso on ventoy, but my main accepts debian along side gentoo with windows as well
I used the make a bootable drive on Linux mint 19
Try this
reinstall mint, then see if after you fully power down your machine if you can boot
if you cannot boot, it is likely a dead CMOS battery on top of the wifi issue

you should be installing from the USB to your HDD
the live ISO would have the version with network support on it as your upgrade broke mint
