u can use warpinator on each device for easy sharing. no server fiddling needed. or u can set up a small pc with storage drive as a NAS
Do you want one of your devices to be the server? Or are you looking to pay for an online service?
Also, have you heard of syncthing? It's not exactly what you are asking for, but it is one of the the simplest solutions (aside from warpinator as stunner suggested). It syncs files between your devices. But with syncthing, all of the synced files will be on all of your devices. So if you want to share 25 gb of files, 25 gb of storage will be used on each device
I do not want a thing to directly transfer it I want it to be a folder I can access then put a file in hosted on my laptop

the phone needs to have some kind of client to explore network shares, much like how Windows has already
