Yeah. Use MangoHud and set Global Enable. Use GOverlay to configure it graphically.

It has a VSync/FPS Limit option.

Add mangohud into launch options in the game, like you've done

It'd become
PROTON_USE_WINED3D=1 mangohud %command%

Then once you've launched GOverlay and enabled global enable, and set the FPS limit, you'll need to reboot.
