i have old hardware with barely any drivers available for it, do you think ubuntu LTS or mint would be better? for the drivers not performance because both will run fine
Since you mentioned "old hardware," I believe you'll be more comfortable running Mint on that.

If you know any better, you wouldn't ask that question to begin with. Mint uses same repositories as Ubuntu LTS, and drivers, as result.

mint looks bad at first look but its actually better than ubuntu and has a nicer gui

Download the Windows zip, extract it, run Ventoy2Disk.exe.
now what?
Make sure your USB drive is plugged in. Go to Options >> Partition Style, select GPT if your system supports UEFI.
Select your USB drive and click install.
Once it's done, it would've wiped your drive and made a VTOYEFI and Ventoy partition.
Copy your ISO file within the Ventoy partition and you should be all set.

Just paste it within the Ventoy partition. No need for folders.

Ventoy is an open source tool to create bootable USB drive for ISO files. With ventoy, you don't need to format the disk again and again, you just need to copy the iso file to the USB drive and boot it.
Nonetheless, I suggest disabling Secure Boot. Doing so would not require you to install the key anymore.

also, are you sure you got the Windows zip file of ventoy, not the iso file?
if still having issues, try Universal USB Installer from pendrivelinux.com . I've personally used it before and it's good.

on Windows.
it will let us have a good deep look at the usb stick's boot partitions, or lack thereof

can also test the USB with a reputable Windows tool from Gibson Research called ValiDrive. make sure it passes .
Don't forget if you get the blue security screen as shown here, shortly after the 4:46 mark, to enroll key as he shows

step two, ensure the drive's even good, thru and thru , with validrive
step three, if ventoy don't work, use UUI as mentioned before
