Known bug in Cinnamon, at least I have encountered it a few times. Drag the window back to the correct screen and toggle fullscreen until it understands which the correct one is.
Wayland may fix this, since it handles screen geometry better. Feel free to try the experimental Wayland session, selected by clicking on the Cinnamon logo at login.

there is no drag option though in full screen, I do not mean maximize, but like video game full screen

You should be able to just click and drag a fullscreened window. Even if not, unmaximise, grab it and plonk it to the top of the correct screen to maximise there, this usually works for me.

when it's not full screen it is in the proper monitor, it's just when I full screen and unfortunately that did not work
