I also have an Intel UHD Graphics 620 and I have stumbled upon the same case before.

Unfortunately, I can't remember Cinnamon much but do check your animation or window manager settings. Stuff like that.

Maybe I'd make the window animation speed instant... though honestly I might not be the one to completely help you solve this matter.

Nvidia on demand is bugged to hell. Try switching fully to the iGPU and see if that fixes it on the desktop.

Full nvidia and full iGPU mode are both fine. I specifically meant the on-demand mode, which is broken and might have been causing your issues.
