That should also be accessible through System Settings.

I think lightdm-gtk-greeter has been deprecated. Mint now uses a Settings module called "Login Window"
and in turn, slick-greeter that works alongside lightdm
so, see that settings module.
any wallpaper u set in it must be in /usr/share/wallpaper
The reason being: Since it will be displayed without any user logged in, it can only assume access to shared system resources, which for wallpapers is /usr/share/wallpaper.
yes your home dir could be encrypted and not available until login
oh wow you need to set the theme for the login window separately... that's rather unintuitive
well I guess at least I have it now

Remember, it is a multi-user system. Other accounts can have different settings, and the admin/root decides about the ones applied outside of user sessions.

btw what does "Hide the user list" do exactly?
if u share the pc with multiple users, and wish to keep that fact hidden on the login manager
it's builtin one is fixed. you may disable it entirely, and install xscreensaver and set it to whatever custom eyecandy you want
